The average cost to house a defendant at the Wake County Detention Center is $70 per day, per defendant (this cost is higher if the defendant has medical or mental health needs).  Some defendants that are arrested are given large bonds due to the severity and nature of the crime that they were charged with.  Those defendants may need to have some sort of enhanced monitoring and oversight if they are released from jail in order to enhance public safety.   The ReEntry, Inc. Pretrial Monitoring Program provides an avenue for the Court to reduce a financial bond and release the defendant from custody while ensuring that the defendant is being electronically monitored while in the community.   The Program is the only agency in Wake County that electronically monitors pretrial defendants release conditions and reports violations to the Court.  The Program will serve up to 160 pretrial defendants at a time.

Screening & Eligibility

Prior to determining the individual’s eligibility for EMP, a thorough risk assessment will be conducted. Additionally, the individuals are screened to ensure that certain technical requirements are met for the proper use of the electronic equipment.

Individuals who are released with the condition of EMP are required to wear an ankle bracelet and are monitored 24-hours a day. Individuals who are released with the condition of CAM are required to wear an ankle bracelet that is monitored for alcohol 24 hours a day.

Pretrial Services Electronic Monitoring is ordered by the Court as a condition of release.
